A Seer was a gifted wizard or witch who had the ability to see into the future with their Inner Eye.Seers predicted prophecies, which were then recorded and stored in the Hall of Prophecy in the Ministry of Magic's Department of Mysteries. True Seers were extremely rare, and skip three generations in families.
Some Seers do not have control over their seeing. Sybill Trelawney only made two actual prophecies, however, she did make plenty of claims. These claims ranged from future troubles to Neville Longbottom accidentally breaking a teacup. When she made an actual prophecy, Trelawney went into a trance and spoke in a completely different voice. After a trance she did not remember either of her predictions, having no recollection of even going into a trance-like state in the first place. However, Gellert Grindelwald retained focus and awareness of the outside world when he had visions, could remember all of his predictions, and could even project his visions via the use of a skull-hookah for other people to see, like in the Lestrange Mausoleum.
Seers had always been feared and persecuted throughout the course of wizarding history.
Legilimency was the act of magically navigating through the many layers of a person's mind and correctly interpreting one's findings. A person who practised this art was known as a Legilimens. Muggles may have called this "mind-reading", but practitioners disdained the term as naive. The opposite of Legilimency was Occlumency, which was used to shield one's mind from the invasion and influence of a Legilimens.
Some magical creatures, such as Wampus cats, could also perform Legilimency.
It is unknown who invented the art of Legilimency and just when it was invented. It is safe to assume that the art had been around for a fairly long time, as Salazar Slytherin, a very skilled Legillimens, lived in the 10th century, and, along with the other Hogwarts founders, enchanted the Sorting Hat to have the skill. Other witches and wizards had used Legilimency on several different occasions as well.
How does it fit in?: Bowen was born into a family of seers - it skipped three generations just as Professor Trelawney had said. His mother was a skilled legilimens and Bowen uses it to remain close to her.
Other: Both his seeing and his legilimency came with his birth; Seeing was genetic and he was born, like Queenie Goldstein, with a great aptitude for the skill of legilimency.
